NIOS was started by the Central Board of Secondary Education (CBSE) in 1979. The National Policy on Education strengthened further Open School System for extending open learning facilities in a phased manner at secondary level in India as an independent system with its own curriculum and examination leading to certification.  Thus came the open school  system, established in 1989, for the promotion and development of secondary education in India.

The purpose of NIOS is to provide pre-elementary education through Open and Distance Learning (ODL) mode to school drop-outs and those missing Upper Primary stage of education and to attain Universalisation of Elementary Education. It strives to provide continuing education for adult neo-literates, working men and women to reinforce their functional literacy and not to allow them to relapse into illiteracy.

National Institute of Open Schooling  conducts the Secondary, i.e. Class 10 and Senior Secondary, i.e. Class 12 examinations every year.
